El informe sitúa la construcción de la carretera Palermo–Sitionuevo a principios de los años setenta y describe la reducción de aportes de agua dulce al sistema. Este antecedente debe distinguirse del proyecto posterior Vía de la Prosperidad.The report dates construction of the Palermo–Sitionuevo road to the early 1970s and describes reduced freshwater inflows to the system. This history must be distinguished from the later Vía de la Prosperidad project.
